Dear Mr. McLean, I send this memo. on to you as it appears to me that the reference to the Native Office is out of order. We having no relations with the Genl. Assembly - I presume the House may call for papers - The Native Minister may recommend their being laid before the House - or lastly the Governor may direct that they may be presented to the House - but I do not see what the Native Office has to do with recommending papers to be printed for the purpose - Were I to minister this I could only say that I have no recommendation to make. Thos. H. Smith. Ap. 4/61.
