They further report having seen many fires at 'Waihi' and at 'Takurangi'. I would point out to the special notice of the government, that the enemy in this instance had descended to within (2) miles in a direct line of the European settlement at 'Turiroa' and without notice. The scouts employed being clearly inadequate to supplying any reliable and timely notice of the movement of the enemy -- Serj: Keatings promises are within a very short distance of 'Te Kopa' -- indeed it is scarcely possible under existing circumstances for any men however good Individually to execute this duty satisfactorily -- The only plan in my view which offers any chance of security is to continue a somewhat similar system of movement to that conducted by Capt. Spiller some time since in conjunction with the scouting now in practice -- The security which should be ours, is now felt by the enemy
