Wairoa May 8th 1868 Sir, I am unable to report satisfactorily as to my progress with the purchase of the 'Paeroa' and other Blocks - In the first place I find Mr. Carroll owing to the personal interests which he holds both in 'Hamana's' and 'Marake's" Lands, strongly opposed to any sale. It is pretty certain that you will receive letters written at his dictation by this mail on the subject, these you will estimate at their proper worth. At the same time I consider that the Interests at stake are sufficient to warrant the Govt: in offering to protect Mr. Carroll in his claims so far as the Govt. is able to do so - And if you will write authorizing me to entertain these proposals with the understanding that Carrolls rights are to be conserved, I make no doubt notwithstanding difficulties thrown in the way, of bringing the business to a successful termination - Rather than not secure these Lands I would strongly urge upon the Govt. the propriety of even renting them leaving the purchase if unattainable at present to a future date. I am only expressing what all feel that the future prosperity of the district depends almost wholly on the acquisition of these lands - Trusting that you will put me in a position to proceed, and give me the support of the Govt. in doing so, I have the Honor to remain, Sir, Your most obedt. servt.
