September 4th. 1872. My dear Sir, I understand that the application I made to the Minister of Public Works, to lease two reserves in the Opunake township for a term of years, has been referred to you, as belonging to your Department. As I have become the purchaser of the Egmont Flax Mill, in the establishment of which the original shareholders lost £3000, I find that the business cannot be properly carried on without proper accomodation for grazing the working cattle belonging to the Works; as the conducting of such a large undertaking materially assists the settlement of the West Coast, I trust you will grant my application, and also revise the township plans, so that working men with families can secure 5 acre lots on which to settle, and thus facilitate the working of the Mill. Yours truly (Signed) T. Kelly. To:- The Hon. D. McLean.
