Napier 4th. December 1868 My dear Stokes, I fully concur with all you say in your note of the 28th. ult., and have referred the subject to the Officer commanding the District; who, I feel sure, will take immediate steps in the matter. I not only think that all out-settlers should be armed, but I have recommended that each should have an allowance of ammunition to be expended monthly, in practice.
