It appears Sullivan's communication was considered important, as Your Honor thought proper to send its purport immediately by telegraph to the Government. Upon asking Sullivan a few days afterwards, he informed me he had been severely reprimanded by Capt. Withers, at the Militia Office, for giving Your Honor the information, and was charged against doing so for the future. Sullivan told me also that Captain Withers asked why he had not given him (Captain Withers) the information when at the Militia Office, and that he (Sullivan) replied, -- ''You did not ask me if I had any communication to make.''
