Waiapu Jany. 24th. 1873. Dear McLean, I have only a few minutes to write a few lines to tell you that we have been very busy for the last three days with an experimental Council in accordance with your request and the Natives are much pleased with it. A great deal of good has also been effected in the dispute between Morgan and Wiki. The letters which I forward to you will explain. Iharaira has expressed himself much distressed at the signature of his name without his knowledge. The Natives generally are very angry about it. They are very anxious to have the Council and will not believe me that it must first become Law. They say you can make it so -- and accordingly have written. Yours ever J.H. Campbell.
