I have told him we will not sanction the employment of any troops if he does so it will be at his own responsibility and at the cost of the mother country. The Army, officers and all, seem thoroughly demoralised: we must and will fight out this battle ourselves. If Opotiki succeedscannot Waru and Mokena sweep down the Coast to Turanga. We leave it all to you, but in a military as well as financial point of view we want to see few armies in the field not dissipating our strength and money by small isolated bodies not strong enough to do more than defend forts.
