Taranaki 27 Feby. 61. Dear Friend, I am very much concerned about the state of bad feeling long existing between the friendly natives as Waitara and Commissioner Hay there. Mr. Wilson could tell you a great deal about it. I don't know the man myself but from all I hear he is not a proper person for such a position and you ought to lose no time in removing him. He is under no control or authority and the appeals of the natives to the Head of the Native Department here seem to be of no avail whatever for it appears that Mr. Parris has no jurisdiction over him or if he has he regards him not and says to the natives ''Who is Parris that I should regard him?'' If through his wickedness and inconsistency we lose such men as Teira, Hemi, Ihaia etc. and force them away from us to join the rebels we shall do them a great injustice, ourselves a great wrong and give a great triumph to our enemies.
