MEMORANDUM. I have to submit, that it will be most subversive of efficient control over the Officers of this Department if they are encouraged by His Excellency's responsible advisers to go before Ministers on subjects connected with the organization of the Native Department or in fact on any subject in which they may form different views in reference to the conduct of Native Affairs - The Native Secretary is at all times willing to afford Ministers information on those subjects, and it is submitted that even if Ministers claim the right of calling upon Officers of this department to give them information that it would be a breach of official etiquette to do so without reference to the Heads of the Dept. which of itself is of secondary importance as compared with the dissatisfaction and disorder might produce in the working of the Dept. I am induced to make this representation from being informed that subordinate officers of this Department have been in the habit of going to Ministers to volunteer information without my knowledge or concurrence - a course of proceeding which I feel it my duty to bring under the notice of His Excellency's Government.
