Dear Mr. McLean, I have to request you to be good enough to state in an official form what instructions I gave you in reference to the fulfilment of promises made by my predecessors and also whether I did not instruct you and, through you the officers employed in the native service, never to make promises for me, or in my name, which could not be at once and immediately fulfilled.
