Waitawa March 31st 64 Dear Sir I take the liberty of writing a few lines on the subject of the proposed application for a licensed house at this place. Firstly the quantity of liquor consumed a license is very great secondly the way in which it is consumed is much more objectionable than if it were confined in one locality by a license. - On the other hand the situation of the House should if possible be near the way to the mouth of the river, and consequently away from the Native settlements: apart from this I know of no objection to Mr. Morton's application - It would almost necessitate an European policeman - The natives have had a great deal of talk on the subject and complain bitterly of the present system. They will make no objection with the aforesaid previso - as I think I had the honor to submit to your Honours notice before. I would therefore suggest that the best site for a licensed House is that occupied by Mr. W. Louis' House at the entrance to the Valley.
