Col. Secty. Napier, April 22nd, 1865. Sir, It being a matter of serious moment, in the existing position of affairs, that uniformity of action shd. be adopted by the Agents of the Govt. in all parts of the Colony, I have the honour to request that you will be good enough to inform me what line of policy is intended to be followed by the Govt. with reference to the professors of the Hauhau or Pai Marire fanaticism, as in the present aspect of affairs it appears important that instructions should be given to the Agents of the Govt. throughout the colony, of such a nature as to ensure uniformity of action in this matter. Also I should wish to be informed what course is intended to be adopted with reference to persons, not being Aboriginal Natives of N.Z. who become implicated in the Hauhau movement, as I have reason to believe that a person of European birth in this Province has actually Joined the Hauhaus - for what purpose it is of course impossible for me to say, although from the character of the party there can be no doubt of its being inifical to the Govt. I have, etc.
