The report of the Departmental Committee notes a decided failure to apply the Inebriates Act, and sug-. gests that offenders be treated on a graduated scale, beginning with measures of the. mildest character and increasing their stringency if leniency is ineffectual. It suggests some new methods of dealing with criminal inebriates. The Committee holds that no permanent settlement is possible except on the basis of State responsibility.
