The Times publishes able expert and leading articles to justify the Admiralty’s reduction in the building programme because France, Germany and the United States are lagging behind. It approves the redistribution of the fleet, especially iu tho North Sea. Britain will probably have nine or ten Dreadnoughts and Invincihies afloat before any other Power has. one.
