M. de Martens, president of the Hague Tribunal, is in London negotiating with Government with reference to the next meeting. He is satisfied tbat Germany, the United States and Franco will help the Hague Conference, and expects fortysix Powers to be represented. Disarmament and limitation of armaments are certain to be discussed. Personally he is convinced that it is quite impossible to obtain practical ’results at present.
