Mahmoud Pasha telegraphed an appeal to the Egvptian people announcing that after long and difficult negotiations he had succeeded in obtaining proposals for an Anglo-Egyptian settlement on the basis of friendlv mutual understanding. He found the British Government sincerely anxious to meet Egyptian hopes and aspirations as long as compatible with the protection of the Suez Canal arid other British interests. He believed if the proposals are examined in a spirit of enlightened patriotism they would be found to far exceed former proposals.
