Constantinople, Nov. 13. Novekoffi the Russian Ambassador, has issued a further communication to the Porte in reference to the consideration of the question of the payment of the Russian war indemnity. M. Novekoff now states that the Russian Government is -willing to modify its recent demand and agrees that the claims of the foreign bondholders' delegates shall receive priority in recognition over the question of payment of the war indemnity.
