Mr Bastings would support the Becond reading bat protested again3t the proposal to abolish bis district, as it was one of the most rising in Otago, In Committee he would endeavor to have the Bill altered in this respect. ' ; Mr Reeves opposed the Bill as unfair, tb the goldfields of the West Coast, which, vere now temporarily depressed-hut there would probably soon be a very large population there agaio. , j Mr Shrimski was dissatisfied with the boundaries of his district aud would try tb alter them in Committee but would Tote for the second reading. Mr Brown spoke to a similar effect. Mr Andrews supported the Biill. \ ■ ; Me Hall held that population must be the main basis of representation and no other principle, and population entitled Otago and Canterbury to the representation proposed to be given. This increase was not due to the expenditure of borrowed money but to their natural suitability for settlement. He believed the Bill a fair one to the colony, J and thought the pubsio would bo regard it. The Maori question could be better discussed on Mr Wood's amendment when in Committee.
