[The first portion of yesterday's Parliamentaiy procesdingg will be found on the fourth page.] WsLLitiGTON, Friday. Clause 8 prohibiting pensioners sitting in P-r'iament was withdrawn. Tbe Bill v. as then reported with amendments. The Adoption of Children Bill in Committee was amended by a large number of alterations and new clauses, proposed by Mr Tole, who was io charge of the Bill, r.nd by the addition of noine new clauses proposed by Mr J. B. Fisher. It was then reported as amended. Mr Bowen moTod the second reading of the Vagrant Act Amendment Bill, .'flaying it had come from the Council, and he would in Committee propose extensive alterations such as that flogging should only be inflicted on a Suprtme Court sentence or for a second offence. Messrs Dick, McLeen, and Brown opposed the Bill altogether, and some thought it _hould be read tho second time and be amended in Committee. Mr Seddon having announced his intention of speaking for an hour agaimt the Bill, the Housa was counted ont at 12 35 a.m.
