COLLINGWOOD COUNTY COUNCIL.

The Council met at tbe Court House,' Takaka, on Monday, September 14th. Present—The Chairman, Crs W. C. Riley,' Heywood, Page, J. Reilly, and Brace. ! The minutes of the last meeting were, read and confirmed. Proposed by Cr Page,. ".That the correspondence and bill re R. Skil ton's claim for attendance pn a man named. Orfit be published in the Nelson papers, arid seating that; if the action of the Resident, Magistrate is to: supersede the decision of the Council, Coun- ; cillors may as well stay at home and look* after their own business."— Cr J. Reilly, in seconding the proposition of Cr Page, wished! to state that in the opinion of thiß Council j the action of the Resident Magistrate was j unjust to tbe ratepayers of the County, and > uncourteous to the Council, who first dis* i posed of the case.— Carried unanimously. ! i

Resolved, on the motion of Cr Page, and seconded by Or W. C. Riley, That any ,per.son or persons from this County wishing to be ; admitted to the Nelson Hospital must before leaving the County procure a letter of recommendation from the Chairman ori any: typ. members of the Council, ., otherwise tbey Vanhot'be admitted to the Hospital v (unless such person or persons are prepared to pay their own expenses). On a reconsideration of ex-Councillor Ross's claim for travelling allowance, it was resolved on the. motion of Cr J. Reilly, seconded by Cr Page, That in the opinion of this Council the claim of ex-Councillor Ross is illegal and cannot be entertained. The sum of £190 was apportioned to both the Road Boards in the County.

The following is the correspondence rer fer red to above :— County Council Office, Takaka, Co. Collingwood, April 16, 1880. The Hon. the Colonial Secretary, Wellington. Sir— l am directed by the Chairman pf the' County Council to acknowledge J'the receipt of a Treasury voucher of the 16 th. ultimo. stating that the sum of £.4 13s. 6d. has been remitted to the credit of the County Fund account. As there is a charge deducted which the Council cannot understand — viz., R. Skilton £16; 16s. 6d.— l am directed to ask , you to be good enough to furnish the douncil with full particulars regarding the payment to R. Skilton.-— I have,' &c., ' S. G. Robinson, Co. Clerk.

Sir — In compliance with the request contained in your letter of the 16th inst., I have the honor, by direction of the Honorable the Colonial Treasurer, to "forward to ycu herewith a copy of the voucher for £16 165. 6d. paid to R. The Hon.the Colonial Treasurer, Wellington,; Sir,— l am directed to acknowledge the receipt of your letter containing, particulars of money paid to R. Skilton under, thejbeadingof Charitable Aid for attendance on -a man named Orfit. In reply lam directed to inform you that the Council is exceedingly dissatisfied at anything being paid Skilton without the Council being consulted ii. th. matter as to ita being a deserving case, which it was not, as you will s.e. T by the 'enclosed resolution of the Council re the case in question. lam further directed to ask the Government not to entertain any such cas(e for the future without ascertaining all particulars from the Council, aS the Council is more likely to know the particulars of swc . cases that* the Government is. The Council considers that as the large sum of £105 was deducted by Government for charitable aid, no further deduction should have been make for Skilton's case.— -I have, &c, j S. G. Copy of a minute and resolution of the Collingwood County Council on the 15th da£ of October, 1879 :— ' " An application was made by Mr R. Skilton for assistance under the head of Charita. ble Aid for a man he had in his charge for the last four days, and wbo, he stated, was ill and partly insane, and had given him conjderable trouble. Mr Skilton also presented two bills from storekeepers in Collingwood for goods supplied on account of the invalid, his own account for attendance, &c, to be put in afterwards, He stated that tbe invalid had funds of his own. It was resolved on the motion of Cr J. Reilly, seconded by Cr Page,. That Mr Skillton's claim . cannot be entertained, as the invalid alluded to has funds at his disposal, j

Resident Magistrate's Office, j Collingwood, Dec. 2, 1869. j SiR,-*-In answer to your enquiry on the! matter of the enclosed voucher, 1 have the! honor to state as follows in explanation : — | The invalid was a destitute digger, who was; taken ill on his claim about ten miles up the; country, and was brought down for the pur-; pose of being properly attended to ; and the; claimant, acting on the common feeling of humanity, took charge of him, and waitedj with his wife's assistance, on him night and; day until an opportunity-offered to have him removed to the hospital in Nelson. As there is only communication with Nelson once a week, and he was too ill to be moved by the first opportunity, another week elapsed.; During the time he was in claimant's house,! owing to the nature of the disease, a. quantity of bedding, &c, was rendered useless,,. and' he had to get certain necessary goods arid; comforts .from the stores. MEETING OF RATEPAYERS. A meeting; of* the ratepayers of Stoke, called by the Waimea Road Board to consider the: question of stopping, up part of a public road, was ; held at the Turf Hotel on Friday evening. Mr- Harley, the- me mber for that sub-district, having been voted to tbe chair, explained that tbe object of the meeting was to ascertain whether the ratepayers would agree that the road in question should be stopped in order that it might be given to Mt Trolove in exchange for a portion of equal area which would form a more convenient road. It had originally been intended to stop up an additional length of the same road, as being uselesß to the public, but that Mr Ail port, whose land it adjoins, had refused his consent unless it Were conveyed to him free of charge. Since then jMr Allport has expressed a willingness to purchase -this, length If the Board would procure it being stopped up, but there, hud not been time since the 1 receipt of bis offer to postpone the meeting or to-issue a fresh advertisement as there was such a large attendance it would be desirable that an expression , of opinion should be given. \. i Mr Allport stated that, the reason for refusing consent was that the agent for Dr Ren wick, the owner of the adjoining property, had inf ortned him that the Board intended giving Dr Ren wick tbe whole length in exchange for "the proposed new road, which he considered -not only uncalled for, but would have caused him annoyance. .. The Secretary explained that the Board had only intended to give Dr Renw.jok or Mr. Trolove, the present^owni ,r , in exchangejUhe pa: t enclosed by the owner, and to recommend that the - rest should be sold its provided by the Act. Ik was proposed by Mr Rout and seconded by Mr Fowler that, the whole of the road be stpjipsd and set apart, which .was carried unanimously. „ t a ... Mr Pitt, Mr Alport's solicitor; h&re pointed out that the requirements "of the Act had not been complied with inasmuch as the advertisment only summoned the ratepayers of the sub-district instead of those of the district which would probably necessitate the calling of a f reßh meeting. "having been informed, in reply .to his enquiry, tbat tho proposed new road is to be 30 feet feet wide, moved tbat the Board try to have it increased to 40 feet.
