News has been received from Pekin that Chung How, late Chinese Ambassador to St. Petersburg^ who was reported to have been beheaded* but was, as it now transpires, only impeached by his Government for bis action in connection with the conclusion of the Kuldja treaty with Russia, has been reprieved. It is further stated that this step is an indication that the Chinese Government desires to make peace with Russia. The Marquis of Larisdowne has resigned his position as Under Secretary of State for India because he is opposed to the Irish Evictions Bill, which has been introduced by the Government.
