The additional duty imposed on tobacco in Germany has had the not unexpected effect of greatly stimulating the smuggling of foreign tabacco. This contraband traffic - ia described as having assumed most extensive proportions across' the frontiers of Holland. It is an open secret that gangs of of ten, twenty and thirty men, chiefly Dutchmen, are regularly engaged in taking large quantities over the borders, aud it is asserted that the tobacco manufactories in Nymwegen are unable to keep pace with the demand which has sprung up from this cause. The Custom-house guards on the frontiers do their utmost to prevent traffic, but they are too few in number compared with the extent of frontier, to produce much effect, and the smugglers manage constantly to escape detection.
