London, April 19. The Timet urges Mr Berry to return to Victoria instead of wasting his time in urging the Imperial Government to meddle with the policy of the Victorian Parliament, especially as it is shown that the Council is willing to concede moderate reforms. Mr Berry interviewed the Prime Minister again, but the Cabinet has arrived at no decision on the Victorian question. It has transpired that the Cabinet can do little to help, and it is understood that Lord Beaconsfield advised Mr Berry to return to Victoria and endeavor to obtain a settlement there.
