In order to obtain early telegraphic communication with the Cape it is contemplated to appropriate the duplicate Australian cable, now being constructed for the purpose of connecting Aden and Natal. March 5. Papers relating to the Victorian deadlock hare been published. A despatch from the Secretary of State of February 17th 3tate3 that had Governor Bowen originally acted in accordance with the views which induced Ministers partly to retrace their steps, the financial difficulty might have been overcome without the objectionable measure being enforced. Egyptian news has been received stating that Prince Tewfak, hereditary Prince has been appointed President of the Council of Ministers, and Mehar Minister of Foreign Affairs.
