Under the heading " An honorable appeal," the Wellington Chronicle says:— The Bishop of Nelson has taken a somewhat extraordinary course in addressing a letter to Sir George on the probable results of the Public Works policy of his Government if it be carried out to the exclusion of Nelson and Marlborough interests. The letter is most ably written. There is not a touch of the abject in it, but the whole tenor of the communication is, while most earnest in its demands, most dignified in its address. It doth " a plain unvarnished tale" unfold, and appeals to Sir George's sense of high honor to fulfil the promises he made when he was in Nelson and the policy of previous Governments. Every sheet of postage stamps is counted twenty-six times while being made. It is estimated that American tourists will leave over £4,000,000 in Europe this year. Being ahvays,;by their contract, at the disposal of the Government, the r & O. Company could, if permitted to modify the mail service, ou an emergency convey in their fleet of 44 vessels from 25,000 to 30,000 troops from India to Malta per month. America spends £140,000,000 annually on strong drink; England, with 6,000,000 less of population £153,000,000. The meteorological returns for the month of August, which have been ccmpiled for pulication with the vital statistics, show a considerable rainfall, with great variations of temparature, over almost the whole of the colony. Christcburch, as usual, both the highest and lowest temperature registered in the shade, the respective figures being 69.0 and 23-6 the mean being 42 8 The rainfall there was the smallest registered at auy meteorological station being only 82 distributed over eigkt days. At Auckland the 'highest temperature was 61 '0 ; lowest, 3S-C; mean, 50-1 ; rainfall, 4-48; 28 days out of 3 1 being wet. Nelson supplies the following :— Highest temparature, 63-0 ; Lowest 29-9 ; mean, 45-2 ; rainfall, 552, in 15 days, Nelson thus having a greater rainfall than Auckland, but in about half the number of days. The highest temperature registered at Dunedin was 600, and the lowest 28-1 ; the mean being 417~the lowest mean registered. Haiti to the depth of 3-72 inches fell in 18 days. The temperature of Ilokitika varied from 55-1 to 27 9, with a mean of 428. As usual, the rainfall, was the heaviest in the colony. They had 29 days rain, and a depth of 11.75 inche3 was registered. Mr Manton, the late mine manager of the D'Urville Island Copper Mine, has issued his secoud report to the directors, in' which, he states, that the prospects of the mine have been from time to time varied and changeable, as the lode has been cut out by the existence of hard rock intersecting, but he finds that in depth it assumes a more permanent and most promising appearance. As an instance of impecuniosity allied to impudence we (New Zeilander) quote the following : _•« Gore, Otago, aspired to send a congratulatory telegram to Earl Beaeonsfield. There was some difficulty lin collecting the amount necessary to i prepay the message. A genius residing in the locality suggested that the telegram should be a 'collect' one." The London Tunes thinks that women will get their rights when they ask for them. "The right to vote and sit in Parliament , will be obtained when it is wanted, just as new bonnets and pony carriages and other luxuries are obtained now. Brothers and husbands will be teased into granting what their female relatives are wishing for, and they will be just as able to refuse one kind of petition as another. The woman will have her own way, whatever it may be. If they have not votes it is because they do not care for them." That adult re-vaccination affords all but absolute protection from small-pox, no one with the evidence before him can reasonably doubt; for in the hospitals people are brought into contact with the most virulent forms of disease. j Rev. T. Kichard, a missionery at Cheefoo, China, has 400 inquirers under instruction. This large number of disciples is said to be due to the measures of relief taken for sufferers by the famine last year. The Chinese thought that a religion which prompted such charity must be mere than human. Not one of these inquirers received any help. In the late Russian campaign,33s surgeons, out of a total of 2839, have died, being equal to about 12 \ per ceut, In the Mexican expedition the rate of mortality among the surgeons was about 20 per cent., while that of the combatant officers was only about 4 per cent. More than 300 men are, it is stated by an Austrian paper, at the present time employed iv the torpedo manufactory of Messrs Whitehead and Co. at Eiume. The topedoes now being made are of three sizes, 14, 19, and 22ft in length, and are capable of travelling at the speed of 21, 23, and 26 knots an hour respectively. The sad calamities that have of late befallen so many thousands of our fellowcreatures should dispose our governing powers to use such precautions as may in the future prevent this recurrence. No one can prevent the consequences of uncongenial seasons, but we can all guard against the results of neglected disease.
