London, March 20. The Parliamentary papers regarding the Victorian crisis are issued, and include a despatch from the Secretary of State to the Governor of Victoria, dated 28th February, and sets forth that Hicks Beach declines to express any opinion regarding the merits of a dispute on matters appertaining solely to the Government of Victoria, and expresses a hope that mutual concessions may be made to bring about a settlement of the difficulties pending between the two branches of the Legislature, and that both the British Government and Governor Bowen will keep aloof f com the dispute. March 21. The Emperor of Russia refuses to reduce the indemnity of three hundred million roubles demanded from Turkey.
