[Redter's Telegrams ter Press Agency.] London, March 12. The Hungarian Delegation have agreed to grant six million florins for war purposes. Bussian troops are moving on Constantinople. The Chancellor of the Exchequer, in replying to a question, stated that the Government had no information that Russian troops were fortifying Bulairs, but that they were still distant twelve miles from it. The Tanjore arrived at Galle on March 12.
