City Election.— The official declararation of the poll will take place at the Provincial Hall, to-morrow, at noon. Pkovinciax, Council. — The Council was occupied the whole of yesterday evening in the discussion of the Estimates. A lengthened debate took place ou the item " Contingencies, £2,500," which was ultimately carried.
