MELBOURNE.
February 29. —Mr. Yogel has interviewed Mr. Duffy on the subject of the arrangements to be made between Victoria and New Zealand with reference to the postal service. His proposals have been submitted to the Cabinet, but the terms generally are not deemed as favorable to Victoria as Hall's scheme, and the press is opposing it. Mr. Webb is laid up with rheumatism. There have been two railway accidents, one to a man lately from New Zealand, and another to a little girl, who fell through an unlocked door and was picked up insensible, having sustained concussion on the brain. Captain Collard of the Sussex has been convicted and sentenced to one month's imprisonment. Great efforts are being made to procure a commutation of the term, and a petition is being signed to that effect. The cargo of the Sussex is still being recovered by the salvagors. Hancock has been convicted of a criminal assault on his daughter, and sentenced to death. The new Blackwaller steamer Northumberland has arrived, having made the passage from port to port in 55 days. Two cases of sticking up have occurred at Goulburn; one of the offenders has been arrested in Victoria. A woollen factory at Geeloug has commenced the manufacture of broadcloth.
