That the said sum of £IO,OOO is to be secured by a Special Rate of Sixtyone One thousandths (61-1000ths) of a penny i.n the pound upon the rateable value (on the basis of the unimproved value) of all rateable property in the whole of the Kairanga County for the purpose of providing the half-yearly instalments of principal and interest and other charges thereon.
