Ladies and Gentlemen: I am contesting the election for Borough Councillors simply because I believe the rates can be reduced, and a; the same time make the town more prosperous. For a town the size of Palmerston North the rates and overhead exponses are far too high, whicli tends to keep the town back. To reduce the rates wo must give careful attention to the finance of the borough, cut out all unprofitable undertakings, lease the land held by the borough for building purposes, etc. If the electrio light plant is going to be a-burden to tho ratepayers, then I am in favour of getting rid of it. I am not in favour of borrowing money lor unnecessary work, where it will beiiofit only one or two residents. Re-tarring and sanding of new streets. This should bo done by the oounoil. After the street has settled down and all tho land taken up, tho expense should be borno by the residents of the street and council. I am in favour of allowing owners of land to form blind streets to open up land that would otherwise be of no use to its owner, or the council. I am not in favour of the railway being shifted, us there will be nothing gained by it, also extending the boundary of tho town. I believe that the different departments—electric light, gas, 'buses, and cemetery chnrges can be reduced and still ba a profit to the borough. I am also in favour of building permits being reduced as I think £lO is far too much to ask a working man to pay,, before he can build a four-roomed dwelling. I am in favour of the whole of the borough by-lnw3 being revised. Re the soldiers’ memorial, this should bo constructed in one of th# small squares, not in tho centre where tho smoko from every train will blacken it, end no person allowed to go and see it.
