-Licensing 'Hill.

WELLINGTON, September 21. In the House of Bepresentatives tonight consideration of ihe Licensing Bill in Committeo was resumed Clause 41, giving the magistrates discretionary power in regard to the .endorsement of licenses in certain cases, was agreed to without any ' material amendment. Clause 43 was amended to provide that where a licensee has three convictions recorded againac him in three years, he shall be disqualified for all time from holding a license.
At clause 46 Mr Seddon moved a proviso under which a traveller could only get one drink at the end of throe miles, and would have to travel another three miles before he would be entitled to another drink. After a lengthy discussion Mr Seddon's proposal to make three miles the distance limit for tbe second drink was rejected by 41 to 38, and a motion by Mr T. MoKenzie to fix the limit at five miles was adopted on the voices. At this stage there appeared to be some confusion amongst members as to the proper course to adopt, seeing that the intention to make five miles tha limit in the first instance as well as the second had not been given effect to. Eventuallyit was agreed that an endeavour would be made to put the clause in order. Later on clause 46 was amended and was then passed by 52 to 21. _ Clause 47, dealing with wholesale licenses, was altored to enable wholesale dealers to sell two gallons of liquor instead __ of two gallons of the same description of liquor. The succeeding clauses up to No 52^ passed without amendment.
