The Oroya, on her voyage out, was under the surveillance of a Russian volunteer cruiser off Cape St. Vincent, but no attempt' was made to board the Oroya, which was called upon to show her signal. The cruiser was apparently one of the Ham-burg-American liners purchased by Russia.
