LONDON, Feb. 6. With Mr Massey's concurrence Mr Allen offered the Admiralty to postpone the visit of the New Zealand if the present time was unsuitable. Mr Harcourt replied thanking him for the offer, but said that there were no strategical or political necessities to prevent the carrying out of the world's tour.
