(Received Feb. 5, 10.40 p m.) SYDNEY,'Feb. 5. A resident of Sydney while in America : negotiated with Mr Roosevelt for a lecturing tour of Australia. After consideration, Mr Roosevelt has now replied: "The time required is an insuperable obstacle."
