(Received August 21, 12.45 p.m.) London, August 20. In the House of Lords last m"»ht> the Address in Reply to the speech from the Throne was voted after a short flebato. Lord Salisbury made a speech, in which he announced that Government had decided to despatch M;ijor o'N>ill and Sir Rodves Butler to Ireland to organise measures for the suppression of boycotting, and to institute an inquiry into working a land scheme. His Lordship stated that it wag intended to introduce this session a bill dealing with the question of local government for the whole kingdom. Alluding to the present situation in Eastern Europe, his lordship said the government of it waa important to preserve the integrity of Turkey. The debate was adjourned to next sitting. The Chairman of the Irish National Convention at Chicago has cabled to Parnell that a union and harmonious Convention " cordially endorses his policy." The relations between Bulgaria and Servia have again become seriously strained, and both countries are now arming with the view of a possible renewal of hostilities. The sittings of the Turko-Bnlgarian Commission for the revision of the organic statutes of Roumelia, which have beeD recently held at Sophia, are now being suspended, the representatives of the Porte at Bulgaria having been unable to agree upon a basis for settlement. The Irish National Convention at Chicago has passed a resolution thanking Mr Gladstone and his followers for their efforts to obtain Home Rule for Ireland. Me Redmond made a speech at the Convention, wherein he denounced England's policy in regard to Ireland. He said the latter had no future course but to fight for her rights. August 19. Intelligence to hand from Alaska states that the American authorities have seized three British schooners in Behring Sea, on account of their riolating the rules relating to seal fishing in those waters. [special to press association. I London, August 16. The creditors of the Commercial Bank of Adelaide will be required to lod«e their claims with the liquidators by September 30tb. Twenty thousand Socialists paraded the streets of Brussels, demanding universal suffrage. Michael Davitt, addressing 20,000 persons in Chicago, said that he had abandoned the policy of revenge against England. August 17. Russia is heavily fortifying Batoum, on the Black Sea, and strong reinforcements are being despatched there. News from Afghanistan states that the Afghans declare they will not yield Kala-e-Khunt, a town of the Afghan frontier. The Midland railway will be commenced from Greymoutb, David Buchanan has written a letter to the Daily Chronicle, in which he ridicules Imperial Federation, and predicts the early independence of Australia. Sir A. Musgrave sails for Melbourne in the s.s. Rome on October 2nd. August 18. It iB reported that M. Francois Grevy retires from the Presidency of the French Republic, and that he will be succeeded by M. De Freycinet, the present Minister of Foreign Affairs. August 19. The Irish National Convention at Chicago will proliably leave the Parnellites free action. The Porte has promised to assist Bulgaria in the event of the latter being attacked by Servia.
