CHARITABLE AID ASSESSMENT APPEAL.

[Before Mr C. Whitefoord, E.M., and Messrs G. L. Lee and W. White, jun., Assessors. ] The hearing of the appeal of the Amur! County Council against the assessment of the county by the Hospital ami Charitable Aid Board of the North Canterbury District, as In its contribution to tiie maintenance of hospitals and charitable institutions, was heard at the Resident Magistrate’s Court, Christchurch, on Tuesday, 9th March.

Mr Holmes appeared for the Hospital and Charitable Aid Board; Mr Joynt for the appealing County Council. The Amuri County Council objected to the allotment of contribution to be paid by it to Hospital and Charitable Aid Institutions, under sections 22 and 23 of the Hospital and Charitable Aid Institutions Act, 1885, on the ground that such allotment was excessive in amount, and also on the ground that the amount of contributions levied by the Boaid on the* various counties, boroughs, and road districts within its district ought, while being proportioned to the rateable value of the rateable property in each of such sub-divisions, to be a somewhat closer relation to the population of each of such sub-divisions, so that the amount per head of the population in the sub-district ought to he as nearly as possible equal. The Commissioners deferred judgment till the followin'; day, when they said they had considered the appeal, •and had come to the conclusion unanimously that the resolutions passed by the Board must he confirmed. Of course they only gave this opinion now out of courtesy, as it was their duty to report to the Colonial Secretary. They said that the allocation of the rate by the Board on the basis of the rateable value of rateable property was a proper basis, and therefore the resolution of the Board would be confirmed. They did not think there was any question of costs.
