General Stephenson reports that the rebel Arabs are in full flight southward to Dongola. They lost over 600 men in the recent engagement with troops at Gemis. Constantinople, January 4. The Porte complained to the British Government of the increase of British forces in Egypt, declaring that the depatch of additional troops to that country was contrary to the terms of the convention recently concluded between England and Turkey. Sir William White, British Ambassador here, has explained that the situation in the Soudan was such as to necessitate the despatch of reinforcements. It is reported here that Mouktar Pasha, Joint Commissioner to Egypt, considers it imperative to employ Turkish troops in the pacification of the Soudan. (Received January 5, 1.10 p.m.) Calcutta, January 4. General Prendergast telegraphs that he has arrived at Bhamo without encountering any opposition, and that he was cordially received by the Burmese. Constantinople, January 4. It is announced that Bulgaria and Servia have appointed delegates to arrange terms of peace, but their meeting place has not yet been decided upon. Paris, January 4. M. de Freycinefc has overcome his objections to undertaking the formation of a Ministry, and has accepted the task.
