By cablegrams to-day it will be seen that Germany, Russia, and Austria are not in accord on the Romnelian question, and there is likely to be some delay in consequence in the meeting of the proposed Conference at Constantinople. The attitude taken by the Russian Press in requiring the deposition of Prince Alexander from the throne of Bulgaria has excited great indignation amongst the Bulgarians, who scout the idea of the dethronement of the people's elected ruler. The Hospitals and Charitable Institution Act which was passed last session came into force on the Ist instant. The printing of the act as finally passed, has just been completed, and copies are being sent to all the principal bodies, which, in accordance with section 7, will have to rate its District Boards on the fourth Wednesday in November next. Mr Stout will be the Minister in charge of this department, or rather will undertake the administration of the Act. He is at present absent in Dunedin but is expected to return to Wellington on Sunday next, and as soon as possible after his return all naccessary instructions as to the Board elections will be sent to the various electing local bodies, who will be presumed to have meanwhile made themselves acquainted with their new functions by the perusal of the copies provided to them of the Act. The Education Department will carry out the executive work necessitated by the Act. The Volunteer companies on the West Coast are to parade specially for inspection as follows : Inangahua Rifles, on Monday, sth October, at 8 p.m. Greymouth Naval Artillery, and Rifles, on Tuesday, Gth October, at 8 p.m. First Westland ltilles, on Friday, 9th October, at 8 p. m. Kumara Rifles, on Friday, 9th October, at 8 p.m. Major Webb is expected to arrive at Reefton to-morrow, and will commence inspection there, as stated, on Monday. Every Volunteer is required to be present at the parade of his company. Commander Edwin wired yesterday at noon that bad weather may be expected between west and south and south-east, and. glass continue rising ; and to-day, at
noon, that bad weather may be expected | between north and east and south-east, J and heavy rain within 12 hours ; glass falling, and wind backing within that time. The Christchurch coach arrived this afternoon at the usual hour, bringing East Coast and Australian mails. The Rev. Geo. Johnston, West Coast Missionary, will preach in the Presbyterian Church, Third street, to-morrow evening, at the usual hour. All are cordially invited to attend. Mr Johnston will preach at the Wesleyan Church in the morning, at 11 o'clock. The same gentleman will on Monday next, in the Masonic Hall, deliver a lecture on "The. Wonders of the Human Face : its Characteristics and its Curiosities." The lecture is to be illustrated by dissolving views, specially prepared : and among other things Mr Johnston is to demonstrate the following practical problems : "How to Choose a Wife;" "How to Select your Friends ;" "How to Know a Rogue;" "How to Improve your Character;" "How to Choose a Servant;" " How the Business Man may know his Customers;" " How the Teacher may know his Scholars;" and other valuable hints to be gleaned by sight from physiognomy. It is propos ed to form a company to provide a small fleet of boats for service on Lakes Rotorua and Rotoiti, between Nelson and the Lyell, for conveying tourists and bringing timber from the sawmill. At the Resident Magistrate's Court, Greymouth, yesterday, Lavinia Fogden, for being drunk in a public place, was discharged with a caution. She was also charged with having no lawful or visible means of support, and sentenced to one month's imprisonment in Hokitika gaol. She was brought up by this morning's tram, in charge of Constable Robertson, and forwarded on to Hokitika this afternoon in charge of Constable Meehan. Thomas O'Loughlin has received a telegram from F. Woods challenging him to run 200, 300, and 400 yards for JIOO a-side. It is anticipated that O'Loughlin will accept this challenge. Another match is being arranged—loo, 200, and 300 yards—between a Marsden resident and a well-known Greymouth pedestrian. Tenders are required for the construction of a siphon in Bourke and party's claim, Dunedin Flat. Specifications can seen at Mr P. M'Grath's store, Dillman's. Tenders, which are to be addressed to Mr P. Moran, Dillman's Town, will be received till the evening of this day week. Messrs Girdwood, Lahman, and Co. will sell by auction, at the Preston Yards, Greymouth, on Monday next, some of the prettist bullocks ever borne seaboard, remarkable good quality sheep, and prime fat pigs. The stock are already landed, and in tip-top condition.
