BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Borough Council was held in the Town Hall last evening; present—His Worship the Mayor (H. Burger, Esq.), and all the Council lots, viz., Messrs G. Anderson, L. Ziegler, M. Maloney, J. Davies, H. Fitzsimons, F. Olden W. Killoen, W. Kroener, and J. Mulvihill. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. The outward correspondence was read and approved of, and the inward correspondence read, and received and considered. Letter from Messrs Jones and Menteath, Borough Solicitois, enclosing opinions for Borough Council, as requested, on—lst, Whether the School Commissioners are liable to pay borough rates on Reserves within the borough ? and 2nd, Whether the Borough Council can turn drainage water into an original water-course after having once diverted it therefrom ?—The opinions were read, and, on the motion of the Mayor, seconded by Cl\ Anderson, the Town Clerk was instructed to hand them to the Editor Kumara Times, with the request that they may be published for general information.—[The opinions referred to will be published to-morrow. —Ed. K. T."| Letters (three) from the Treasury were received, notifying sums of £7 19s Bd, ss, and £1 had been remitted to the Kuniara Borough Fund account.—Received. Letter from Mr R. E. Wylde, Hon. Secretary Literary Institute, applying for the sum of .£lO, which the Council was kind enough to promise some months ago, and which is due this month.—Received, and, on the motion of the Mayor, seconded by Cr. Anderson, referred to the Finance Committee. Letter from Mr J. W. Murphy, Secretary East and West Coast Railway Committee, Christchurch, asking the Council to oblige by forwarding the amount they were prepared to guarantee towaula the expenses of sending delegates to London for the purpose of disposing of the railway contract, &c. The guarantors had paid in £25 each, and thoy purposed paying off all liabilities, and then to return the balance, pro rata, to each guarantor. The Mayor stated that as the Council gave no guarantee, of course they were not answerable for any liabilities. He thought the application was an oversight on the part of the Railway Committee Secretary. It was not necessary to reply to the application. Letter from Mr C. R. Rudkin, Borough Returning Officer, notifying ili.it Messrs William Killeen, William KroenrT, and John Mulvihill had been duly elected as Councillors of the Borough of Kuniara.
FINANCE. Letter from the Agent of the Bank of New Zealand, as fallows : The Mayor aud Councillors, Borough of Kumara. Dear Sirs—Referring to my letter of August 13,1 have now to inform you that the Bank will be prepared to cash your cheques to the extent of £BOO (instead of £500) on the conditions previously stated.—l have, &c, yours faithfully, Thos. Connell, Agent. Bank of New Zealand, September 8, 1885. Also, in reply to a resolution of the Finance Committee, that the Town Clerk .ascertain from the Bank of New South Wales the terms of accommodation I he Bulk would be willing to give the Borough Council until the 30th June, 1886, a letter was received from the Manager, as follows : The Town Clerk, Kumara. Dear Sir —I am in receipt of your letter dated this day. The Bank is willing to allow an overdraft to the borough of £SOO on the understanding that all income is paid into the account. The rate chargeable would be at the rate of 9 per cent, on the daily balance.—Yours faithfully, James Pearson, Manager. Bank of New South Wales, September 17, 1885. Cr. Davies moved—" That the offer of the Bank of New South Wales be accepted." The Mayor: That means the transference of the borough fund account to the Bank of New South Wales ? Cr. Davies : Yep. The words—"and that the borough fund account be transferred from the Bank of New Zea'and to that bank," were then added to the motion. The Mayor secDnded the motion ; he thought it was their bounden duty to the ratepayers to accept the offer of the Bank of New South Wales. The motiou was carried on the voices. The Finance Committee recommended payment of accounts to the amount of £42 17s 5d ; which, on the motion of Cr. Anderson, seconded by Cr. Maloney, was approved of. NUISANCES. A report from the Borough Inspector relating to drains, ifec, was read and received. GENERAL RATE. The Mayor now moved, in accordance with previous notice given—- " That an ordinary rate of one shilling in tho pound be now strode for the year ending 31st March, 1886; and that it be payable in one sum on the Ist October, 1885." The motion was seconded by Ci. Anderson, and carried. STANDING COMMITTEES. The Council then proceeded to fill up the vacancies in the Standing Committees, .occasioned by the retirement by rotation of Messrs Campbell, Nicholson, and Maloney, with the result that the names of— Crs. Mulvihill and Killeen were appointed ou the Public Works Committee; Cr. Ziegler chairman of same. Crs. Kroener and Davies on the Finance Committee ; Cr. Anderson chairman. Crs. Mulvihill and Killeen on the Reserves Committee. Crs. Killeen aud Davies on the Cheque-signing Committee. RETIRED COUNCILLORS. Or. Ziegler moved —" That the thanks of this Council be recorded on the minutes to the retiring councillors, Messrs Campbell and Nicholson, for their services during their term of office." It was due to them as old and useful members. Cr. Maloney seconded the motion. ' They were very old and good members. The motion was carried unanimously. NOTICE OF MOTION. Cr. Olden gave notice to move at nexc meeting—" That, in accordance with the Municipal Corporations Act, 1876, section 58, the Mayor of Kumara be paid a salary out of the borough fund, and that the -amount of such salary be £SO per annum." This concluded the business of the meeting.
