[REUTERS TELEGRAMS.] By Electric Telegraph.—Copyright. THE COLONIAL FEDERAL ACT. PROPOSED FIRST MEETING OF THE FEDERAL COUNCIL. (Received August 29, 1. p.m.) Melbourne, August 29. It is announced that the Colonies of Victoria and Queensland have agreed that the Federal Act shall come into force on the Ist December next. The Hon. Mr Service laid before the Colonies a proposal for the meeting of the Federal Council in Hobarton in January next, and has submitted for their consideration a programme of the subjects to be considered thereat. August 30. Arrived, the P. and O. Royal Mail steamship Tasmania, this afternoon.
