WAR BETWEEN FRANCE AND CHINA.
[REUTER’S TELEGRAMS.] By Electric Telegraph-Copyright. - ■ ACTIVE HOSTILITIES TO BE COMMENCED. ATTACK ON THE CHINESE IMPERIAL ARSENAL. (Received August 22, 10.5 p.m.) Paris, August 21. In consequence of the definite refusal of the Chinese Government to accept the French ultimatum, all hopes of averting war have been abandoned, and diplomatic relations with China were formally interrupted to-day, when M. Ferry forwarded his passports to Li Fong Pao, the Chinese Ambassador, Instructions have been sent to Admiral Courbet to take steps to obtain reparation from China, on account of the Langson affair, without further delay, and it is expected that active hostilities will at once be commenced by French war vessels in Chinese waters. Thirteen hundred French troops have sailed from Algiers for Tonquin. (Received August 23, noon.) Hong-Kong, August 22. It is now definitely stated that Admiral Courbet has been instructed to bombard the Chinese Imperial Arsenal, which is situated three miles from Foo-Chow. It is understood that the attack will be made at sunrise today, and that, under cover, troops will be landed and the materials and stores in the Arsenal be destroyed.
