By Electric Telegraph—Copyright, BRITISH AND FOREIGN. THE DEBATE ON THE QUEEN’S SPEECH. MORE ARRESTS FOR MURDER. THE DISTURBANCES AT TRIPOLI. (Received February 23, 1.5 a. m.) London, February 21. The debate on the Address in reply to the Speech from the the Throne was continued in the House of Commons to-day, when the amendment proposed by J. E. Gorst, M.P. for Chatham, that no further concessions should be made to lawless agitation in Ireland, was under consideration. In the course of a long and animated debate the policy of the Government was violently attacked by Sir P. O’Brien and F. H. O’Donnell, who declared that the outrages which occurred in Ireland are the direct result of the Coercion Act. Two more arrests have been made of persona who are charged with complicity in the murder of the police-constable at Loughrea in 1881. Constantinople, February 21. It has transpired that the Porte has caused an examination to be made into the circumstances attending the recent disturbances at Tripoli, during which the Italian flag was insulted at the consulate of that country, and has ordered that full reparation shall be made for the outrages committed daring the riot.
