[NEW ZEALAND PRESS ASSOCIATION.] Dunedin, July 2. In his opening address to the Provincial Council, Mr Macandrew said proposals would be submitted . for the construction of light railways as feeders to the main lines for facilitating settlement. He hoped Otago would soon possess such means of internal transit as would enable it to export produce equal to the imports in value. He showed the necessity for reserving land for settlement on deferred ! payments, contiguous to lines of railway, and as .the Southland Waste Lands Act made no provision for it, he recommended the Otago Act of 1872 being brought into operation throughout the whole of the united Province. He suggested proclaiming Hundreds on Gold Fields, and the sale of land on deferred payments without the alienation of probably auriferous land. He hoped that members would now bury the hatchet, and suggested the discontinuance of a reply to his address. George Calder has been committed for trial on a charge of personation. Turton accepts the Provincial Secretaryship. -MrTolmie promises a re-construction of the Government at the end of the session. The Star apologises for its article on Mr Macassey. Nelson, July 2.
