[NEW ZEALAND PRESS ASSOCIATION.] \ Wellington, July 23. Mr Hall took his seat in the Legislative Council to-day. Colonel Russell's seat is notified as vacant, through his acceptance of the office of Inspector of Native Schools. Mr Gisborne, in reply to Mr Rolleston, said the Inspector of Lunatic Asylums in Victoria had been requested to visit and inspect the New Zealand Asylums, and was shortly expected. The Government would not propose to amend the Lunatics Act until his report was received. A Public Health Bill was read a second time. It proposes a Central Board of Health in each Province, consisting of the Superintendent and Executive, and three members appointed by the Governor, and Local District Boards consisting of Municipal authorities. On the Highway Board extensive powers are given. Vaccination is rendered compulsory. Mr Collins has given notice of a motion to reduce the gold duty to 2s per ounce. Port Chalmers, July 23. Mr Dench has been elected Mayor by a large majority. Christchi;rch, July 23. In the election for Coleridge, Bluett was 106 ; Hart, 100 ; and Jebson^ 49. Attobkanb, July 23. , A locomotive is working on the first section of the Auckland Line. Dunedin, July 23. Many persons have been re-vaccinated. . Judge Chapman has been re-elected President of the Otago Institute. ■ The Prospecting and Freehold claims, at Shag Valley, have each crushed at the Government battery, Duaedin. Return— 24dwt and 26d wfc respectively. The s.s. Tararua sailed for Melbourne last night during a severe gale. In endeavoring to avoid a collision, with the s.s. Rangatira, her stern-post came in contact with the sandbank, and ker rudder was damaged. She was, with great difficulty, towed back to Port Chalmers by the a.s. Alhambr^, and will wait for repairs.
