MISCELLANEOUS ENGLISH.
The number of emigrants who Bailed from Liverpool in the month of January exceeded that of December by 1150. Gladstone and Disraeli have sent circulars to their supporters in Parliament, begging them to be present at the opening onthe 6th February, as the important business of the election of a Speaker will demand their attention. Earl Granville refused to see a deputation of Republicans who wished to urge the British Government to use its influence tn procure the substitution of civil for military courts, in the trial of Paris Communists. In a recent conversation with Bollott, Thiers is reported to have said : "1 am sincerely in favor of a moderate Republic. I have long thought it possible, but I now see that I waa mistaken ; that a Republic cannot exist even with my aid. lam compelled to seek the happiness of my country elsewhere." An attack has been made on the Jews in Ismailia. Several were killed and many wounded. All who could, men, women, and children, fled to save their lives. The fugitives were . kindly received by the officers of the Porte. The French journals have for some time past expressed disapproval of the constant participation of the President in the discussions of the legislative body. This complaint has been earnestly discussed in the Ministry, which has decided
to make a proposition to the Assembly that Thiera shall address it only up*on important occasions, for which purpose the pending debate shall at any time be adjourned. A subsequent telegram sayß : " It is understood thatThiers has decided hereafter to abstain from participation in the debates of the Assembly, except on important occasions." A new play by Victorien Sardon, entitled "Ragabas," has just been brought out at the Vaudeville. It contains some expressions in favor of Imperialism and the Bonapartes, which have caused wild scenes of excitement at the theatre. The agitation extended outside, and one night after the performance, crowds passed through the Boulevards, some crying " Down with Bonaparte !" and others " Vive l'Empire 1" At one time a disturbance was threatened, but the crowds finally dispersed without coming to blows. To prevent the recurrence of this dangerous agitation, Thiers has ordered General l'Admirault to suspend the performance of the play, and if necessary temporarily close the theatre. Rothschild of Paris, Simon Sinai of Vienna, Thomas Gibbs of London, aud a German house at St. Petersburg, are now arranging with, the French Government for the immediate payment of three milliards of francs of the indemnity for 1872. The tobacco duties are the bases of operation. The duties yield a revenue of 20,400,000 francs per annum, and will be farmed by the Rothschilds and their associates for thirty years, on condition of their immediate payment of three hundred milliards, plus half a milliard due next May. Another project proposed by the Government is a lottery with four drawings yearly, and with tickets of 50dols each.
