London, March 81. Ia the House of Lords there was a brils liaot debate on Lord Halifax’s motion in appreciation of Lord Milner’s services Lord Elgin moved the previous question on the ground that it was too early to pronounce on the results of the policy. The South African problem bad not olosed.

The Archbishop of Canterbury said the Government bad not moved the previous question in the House of Commons. Lord Lausdowne declared that Lord Halifax’s motion was a compliment to the aotion of the House of Commons.

The motion for the previous question was negatived by 170 to 35, and Lord Halifax’s motion was adopted without division.
