(Per Presß Association). London, Nov. 17. Mr Balfour, speaking at Rochdale, said the Government programme occupied the whole field of moderate and rational reform. Unless their opponents formulated a definite policy for their destruction the Government would be unable to ask for support, and would not risk combining other subjects iv order to obtain their support. Aid to voluntary schools would form the subject, of a separate Bill. In the present condition of public opinion it would be madness to insist on proposals, which would alienate a large body which found them impossible of acceptance.
