SOME FURTHER STARTLING STATEMENTS. (Per Press Association) Vienna, Nov. 6. Prince Bismarck baa informed a local newspaper that the Czar in the middle of tbe seventies asked Germany to remain neutral if Russia attacked Galicia, the reason assigned being that the Russian Army was tired of peace. No reply was sent and no action was taken, with tbe exception of the recall of the German Ambassador. The Czar, he states, shortly after entered into a compact with Austria enabling Russia to attack Turkey ; but Chat against the wish of the Czar, Austria informed Germany of tbe intrigue. St. Petersburg, Nov. 6. The Czar has ordered the production of the documents connected with the secret treaty referred to by Prince Bismarck.
